Implications, shmimplications. He's running around town devaluing your work, and needs to be dealt with.
I think it would be fair in this situation to follow up on his application on your own saying "hi, this is Carl from Studio ___," and simply let him know you are onto him. Make it clear that unless he ceases this practice immediately you'll have no choice but to a) contact a lawyer b) alert your friends at other agencies to this matter.
