The best way to make a decision is to look at the site stats for a given site, and see how many users are accessing using iOS, as well as defining your objectives; which is to say, if the you want to make your site appealling to as broad an audience as possible (versus targeting a certain segment), the you should consider the best solution for all platforms.
Keep in mind that the iPad is _just one_ of many platforms out there, and it's certainly not the de facto standard.
