I know 3D is expensive. There is a motion design firm I have worked with in Chicago called Mode that is great - but very expensive. So I am not sure I could give them something like this - it would break my budget.
I have found that 3D elements can be produced and animated and imported into Flash and integrated with 2d and raster elements and it can be pretty efficient, and editable later. A motion design firm will most likely want to do the whole thing in AE with 3D elements....and it is highly un-editable when it is done.
