Despite it's less than stellar rep in the media, the Tu-154 which crashed was completely overhauled months before, and it's not like it went through a lot of flights between then.
Three attempts + the fatal one in 500m visibility with no instrument guided approach, not going to turn out so well. The president got into a dispute with the pilot flying into Tbilisi during the war with Russia––they diverted to Azerbaijan, something similar may have happened on this ill-fated flight, but we won't know for sure until the cockpit voice recorder and data recorder transcripts are released.
The pilot in command of the plane has final authority whether to land––even above air traffic control. But as pointed out, having the president and the top brass onboard gives you a lot of pressure.
