Sounds like you need to get a new CSS guy at your work!!
He sounds like a lazy sod who isnt willing to do any R&D work enhance the work that you guys are punting out.The guys we have actually enjoy it when theres something a bit different in designs and like the challenge of trying something new and experimentation.
Walk up to the back of the guys chair, give it a healthy kick and exclaim "lazy prick!"
