That's exactly what the chart shows, that countries that implement a hybrid system don't reduce care or hemorrage money. If care was really reduced they wouldn't have longer lifespans, would they?

And BTW Social Security is not bankrupt. At the current rate it would start to run into issues about 40 years from now if no changes were made.
