I don't think Chris Collins is mocking the artists. Imo, he's making his own artistic statement by curating an online exhibition.
The name that an artist gives a painting can influence the way we view that piece of work; in the same way, the name Chris Collins has given the site will influence the way we view the exhibition. I.e the portraits in question aren't necessarily accomplished -> they've been painted by regular people. I don't think he's especially saying they're bad -> he's just introducing the concept that they're not necessarily good. It's vox-pop art.
The collection as a whole is more interesting than many of the paintings are individually. I found it interesting how so many different cultures have identified with Obama, and given him specific cultural characteristics which show this allegiance visually.
The collection of paintings as a whole show a pretty full portrait of the Obama.
I think that the macro vs. micro element to Chris Collin's work is worthy of note too; the work as a whole offers different levels of representation -> on individual levels, cultural levels and national levels.
The only reason I'm surprised it made it into EC, is that this is more artistic statement than graphic design.
