Both... but NO CUBICLES! Cubes always felt to me like I couldn't see out but people standing around could see in....
open spaces for collaboration,and designers who like to work in the open...
For developers and some designers... closed spaces, like little rooms with windows and some privacy for focus time and they should have a "do not disturb" vibe.... not for all the time, but maybe for say... mid-afternoon flash debugging or such....
