  For example, raising taxes and taking 3-5% of income per citizen.

  It's a complicated thing of course because it would take me shitload of time to explain but plain and simple.. the government is corrupt, the mafia rules the government, the government steals... and now that there's not much and not many to steal from, they turn to the people and steal from them in front of their eyes. In a nutshell.
