Well they're really only a sexual signal - humans are the only primates with concealed ovulation, which assists us in social cooperation by ensuring that men do not just attend to those women with obvious signs of oestrus. The breasts of other primates are swollen only when lactating - humans are permanently swollen giving a constant 'false positive' signal that the woman is nursing young, and therefore capable of conceiving and raising offspring..
The breasts are then, primarily a visual sexual signal to the opposite sex, a constant plume of feathers. Women who become annoyed at the looks of men toward this area do not understand that breasts are literally designed to be looked at. Obviously questions of manners and taste have primacy, but fundamentally tits look good because that's their job.
