Shit that sucks. Being from the UK I can offer little in terms of info or knowledge of the ins and outs of your situation; but is the tax thing really as black and white as that?
Is there no right to appeal due to it being not your own fault - is there anyone you can speak to about spreading it over 2-3 years?
Other than that, I'm sorry to hear about this.
