Basic cable? It aired on ABC. (reran on Bravo)
Amusing follow up: ABC years later approached Lynch about developing a new series, since Twin Peaks had gone on to be revered and had huge cult status, and success was being seen in DVD sales of tv series'. So he made "Mulholland Drive," as the pilot. Scared the living shit out of ABC with it, who immediately dumped it. So he reshot the end and boom - new movie.
