They look like they were done on somewhat of a budget, which is fitting. Second one looks far too fucking playschool to take seriously - I must admit that branding of government departments makes me slightly uneasy. I'd rather stay with staid crests and traditionally simple marks than feel like my tax dollah had been wasted on veneer. I'd rather the message was contained in the act or department, than deliberated iconically. I'd rather many things, but I'm often wrong.
