If you want to completely reformat, you will need a copy of the OS on a disk. So if you 'download' a copy of Leopard, you would need to burn it onto a DVD and then when you boot from the DVD, format is an option in the OS install process. It is easier just to create a new admin user account on the machine, log into that new account, and then delete all the old accounts, but that will not remove all the extra applications that are installed, but you can do that simply by deleting them or using Appzapper.
