    It looks done with After Effects more than Flash.

    Flash CS4 implements the animation controls of AE, but i didn't see it yet. And recently i've seen a book about flash as an animation tool, which pushes pretty far the boundaries of what you can do with flash, but it requires strong animation knowledge.

    So, for the motion graphic above, it surely is a mix of illustrator and after effects, and maybe flash.
