in a city that small, i'd say find someone with your prospective job title / experience and just ask them ballpark. i would guess 40,000 to 55,000 based on experience and specifics, specifically company size. rails will get you more. flash will get you a solid bump.
you 60k guys are being generous or working in a proper city (which makes philly look cheap, and it is), but around here, that range i gave are real world numbers based on job listings and looking and asking around from my own job hunting.
