well, i say fuck the law.
advice: powdered detergent . anytime you have to trasport the shit, seal it up in a small pouch/baggie of detergent (just make sure it doesnt leak into your shit cuz smoking laundry detergent is not pleasant...)
anyway, dogs have a really hard time smelling past that shit. keep it in mind. =)
