Why? - The responsibility is with the money-lender. If they didn't think they were going to get their money back (+ interest), they wouldn't have lent them the money.
That's like telling any business they can't trade or can only trade to a capped level because they have debts.
God help start-up businesses in France, Germany & Belgium if this is how things work.
