The president and congress are here to preserve and protect the constitution, not telephone companies. this is an admission of guilt on eavesdropping without a warrant. the fisa bill has been tied to the immunity for telcos and the righties aint budging on the immunity provision. that means that a crime was committed. no other reason is possible. this has nothing to do with "for the people, by the people" this is about protecting industry.
