garmin withdrew then announced that they extended 6yrs contract with navteq ,which is a lot better business for them. let's be real, i think garmin can start a hostile takeover on tomtom if they wanted, based on market capitalization.
so it was more like, garmin didn't outbid because buying teleatlas was a bad idea for garmin to begin with, and it was just a tactic to get a quick change(garmin own 5% share of teleatlas) and tomtom overpaying over 1 billion which will hurt their market cap for a while.
