very clever word play.
It makes perfect sense to reduce tax on items which affect the public good. Purely economically, more safe sex means less unwanted pregnancy means less burden on the state paying child support.
The social reasoning behind something like this is frankly fucking obvious and should need no explaining to anyone over the age of 6, let alone moderately educated middle class designer types.
