I moved to Ireland with a one way ticket, a CV, a few hundred € in my pocket and a verbal promise from friends they'd let me stay in their living room for some time. No job secured.
It has been one of the best decisions ever and it played very well for me, but I can't see how this could be seen as a ballsy move. It was all very easy actually. Maybe I was lucky.
I'd say, it takes balls to decide to live in stagnation ;).
