Go to the police, tell them you have reason to believe that it was removed from your flat by your landlord.
Remember to say "reason to believe" for serious, it means that there is an obligation to investigate... same applies to shoplifters for example, if the shop doesn't specify "reason to believe" the police will not come and will not be allowed to search the fucker.
On a side note, the money is irrelevant as the removal of your laptop is a theft:
theft = crime.
non payment of rent = failing to honour a contract, not crime ;)
