why are you witholding rent have you no money?.... if this is the case your pretty fucked unfortunatly, your only course of action is indeed to go to the police they will charge him with theft and you will be charged with breach of contract and you'll have to pay the guy and he'll have to return your property, if indeed he has sold your belongings then he is totally screwed and you can sue him, but all this rests on being able to prove he has your laptop in the first place.....
tough situation kelpie tough indeed. Perhaps a gentlemanly phone call is needed and a compromise through gritted teeth..
