there's a lot of confusion.
at least two different guns can be heard in the videos, but one could've been the gun-persons, and the other could've been the police. They still don't know about the timeline and the gun-person because they don't have all the info.
there were several bomb threats earlier in the week, and apparently some analysts believe that the bomb threats could've been tests to see how severely the police act, and then depending on that reaction, the shooters would go out and continue their plan.
