see, I don't know if you can actually blame everything on the parents. Some kids do things despite what they've been ingrained to do by their parents because of their peers.

you're right... there is no 'end-all' place to put blame...... but a child enters this world through the means of a Mommy & Daddy.
Your teacher didn't 'make you'... your TV or YouTube didn't create you... :) And MOST DEFINETLY... your next door neighbor/fellow man didn't bring you into this world... therefore the responsibility isn't 'theirs' either (this theory that it 'takes a village' to raise a child is a cop-out).
