cyborb is so small becasue it fits exactly as the books protrayed him to be.
he will eventually gain a full cyber outer exterior as his upgrades from Queen Industries amp him up further.
his cyber-organic body will also eventually follow suit to match both the cartoon and the books of how he looks as time passes.
he is mostly cyber on the inside, which was described in his origin episode from last season.
