I would have to counter that saying, one would assume all the work you've done would be property of the client unless otherwise noted. So if it's a little print project, like a flyer or something I might just hand it over. If it's a web project involving a backend database talking to a server, handing server or a book of some sort, that should be handled contractually differently. but that's just in my experience.
