I agree with horton. On the stuff that's actually on the girls, i'm sure they probably mix a little plain yogurt in there as well. I believe that's what the do in the Got Milk campaign because it photographs better, can be seen better and stays in place.
in conclusion, I think it's a combination of PS, some tossed milk imagery and some actual goop. my thesis will be ready in a week.
