    in illustrator, you could try some random shapes and use the blend tool to create the topology between them.

    though the best way I know to simulate (I've used it to good effect) is to use some soft brushes in photoshop to create a sort of mountain range relief (black low, white high). then run Filter > Stylze > Trace Contour at equal increments (say 8, 16, 24, 32, 40, etc.) then merge then together.

    if done at a decently high resolution, you can get a pretty good result. from there, if your do need a vector, you can run through streamline or silhouette.
