You could cover your body in cotton balls of various storm colours with variations of placement (swirls, cirrus, etc.). You make a mock-up New Orleans complete with levees and you wear it as a chain ... you occasionaly douse it with a bucket of water you carry around with you and you have a sticker on your chest that says, "Hello, my name is: Katrina".
It could also work more easily with a cardboard cutout outline of Florida with the sticker saying "Wilma".
