If ur on a PC, use FlashAnts SWF2AVI, works awesome. It will export everything in a Flash file, even interactivity, at any frame rate you want, at any size you want and works 100 times better than Director's export. Only gives you an AVI tho, but its easy to convert to QT using QT Pro. The AVI's are quite large tho, which is a good thing, a few gigs usually for a 15 second animation. This program is great at doing JUST that...not editing the video.
