You know, the arabs have been a tribal nomadic people for like forever. They barely work in a state structure because of a strongmen mentality. They're idea of democracy works on smaller scale units then the state. American style democracy will fail there, just as much as top down statism is dysfunctional. Not saying that the arabs can't participate in modernity, just that they have to come up with their own way of dealing with it from within their own culture...and the oil wealth has hurt them more than anything else...
That said, Iran works because they're Persians and persians where among some of the first people on the planet to organize into an organized mass state...
Isreal has plenty of problems as well. I'm not the biggest fan of that country, but they are a staunch US ally, so they get some support from me. But I think they've get away with too much..and they have never really addressed the Palestinian problem.
