No, they should have been built 5 years ago - at least. If you live on the Gulf of Mexico, you should know this stuff can happen.

(Sep 2 05, 08:28)well, many engineers and experts in the field have said here it is so expensive to build structures that can survive type 5 (which are so friggin' rare, if ever they occuur in one and the same region) you may as well move the whole city..
