    I may sound like an unsympathetic fool, but I'm going to have to agree with JazX on this one. I live in Florida, and the one thing you learn pretty quickly is to get the hell out of the way when a hurricane is coming.

    If you don't have money, there are literally hundreds of wind-proof / flood-proof shelters around the city. More importantly, the city or county organizes for food and water to be there and be rationed to the folks staying there. Hell, even the buses are stopped and sent to care facilities to pick up the elderly and take them to a safe place, if their relatives are not able to make arrangements.

    If these things were not done, then maybe I can sympathize with the citizens. If that was the case, then the city needs to realize that it's important to be proactive in these situations, and not reactive.
