In England, the term cunt can be endearing "You stilly cunt" is much like "You silly bugger" and "You doughnut"
However, in NYC's John Lennon Airport, saying such word in public within earshot of authorities with such intention can almost actually get you arrested for some kind of public disturbance act as my good friend found out recently.
