Looking to build a platform the dynamically created like facebook. Basically a site with alot of users loading lots of things.
What do I need to look out for? development wise. I want to find the right developer for this project. But I'm not sure what kind of developer I need to build something like a facbeook with high volume traffic.

Put simply...if you're asking this type of question you have _no idea_ of what you're getting yourself into, or what it takes to generate the interest something like Facebook has.

Lesson 2: Get people to actually give a fuck about it

ok, in all pseudo-seriousness....
Step 1: go to college bars near ivy league schools and recruit some recent MBA powerpoint jockey who can sell refridgerators to eskimos, have him/her dream up whatever business model he/she wants and pitch it to rich dudes, if you get any money, spend it immediately on half pizza and beer and the other half dedicated server hosting...

Step 2: hack up some joomla template so anyone can register, make it look pretty generic, but cover it in stolen photos of naked celebrities with X marks over certain partsStep 3: Make it so you have to register to see any more, then host some viral video that you have to register to see....
Step 4: try to hire some "real computer science guys" to deal with scalability and
Step 5: hire some lawyers to deal with inevitable chaos and lawsuits....

I have money and I'm willing to pay someone. But I need to know who I should talk to? Thats not a fair question?
What kind of developer would understand how to build such a thing?

Honestly, finding a developer who would like to build this sort of thing from scratch might be suicidal business, as much of this has already been done ad-nauseam, and you can probably tweek something already out there if you're a skilled designer, and/or find somebody who can tweek things rather then write it all from scratch... as I worked at an agency years ago and we tried to essentially clone myspace and the specs were vague and changing and nothing ever went live... cost a boatload of time for vague results....
also, beware that many of these businesses started out doing x, but pivoted to do y after they tested a few proof of concepts, groupon started out doing something different from what made them the $$$, so beware that "trying to get it perfect" or "finding the perfect developer" may be the wrong approach, I'd avise finding something that already works, tweeking it, testing and showing to people to test your concept, then see if you really need to start from scratch, and/or tweek something already out there.... also, scalability's a bitch, FB has over 180,000 servers....

I'm want a site that will have high traffic volume. But wont be as intense as facebook. If anything its just a glorified blog, with user login.What about this for the server side? http://aws.amazon.com/ec2/

I wouldn't worry about the traffic or the scaling at this point.
It's kind of like saying you plan to play the lottery, then worrying about where to invest your millions before you buy a lottery ticket.

Well I have a clients that paying alot.. because he thinks its going to be super busy... which I dont care if it is or not... He wants to pay for it...So I want to make sure it coded in the correct manager to handle heavy traffic..

i'm building a paltform with many stuff like facebook, you need lot of ajax, jquery and php, sql for the db and server part.

Here's the thing. If you're building it (or it appears project managing it) and you can't communicate the core concept very well, how are you going to do that for a developer? Are you being so vague and confusing because of NDA or something?
