  html/css/js or flash? are you providing a psd to start from or are you somewhat code-capable? do you have hosting presently? if yes, is it linux or windows based? asp, php? database? do you want a back-end to allow updating? do you have a preferred system you'd like it to be based upon- wordpress, expression engine, indexhibit, etc..
