I've not written one, but I think if you've written a contract for a small/medium sized book or an annual report, it might be somewhere in that ballpark. You figure research, meetings, the design of a banner (the logotype), type exploration + font purchasing, design directions for all sections in the magazine...
Dunno if this helps, but I just finished a 48-page book that involved a lot of research, several different page styles, photo spreads, and information graphics. 128 hours for design alone. So for a magazine, you might clock in at apx. 150 hours.
Will you be involved w/ production of the first issue? That'd be another factor to build in. Maybe 20 hours for that.
