  looks good, like the handwritten. The white-on-black color scheme works well for the feeling I think your trying to bring across.

  Why are you using an image for the dotted line? Further more, you have multiple elements with the same id. (Should be classes if used on multiple elements).

  if you did a header div, with a border-top:1px dotted #FFF;
  and border-bottom. And then float the navigation inside it. and clear that navigation with the break you have (float:none; clear:both;) It should work in Internet Explorer.
  (ps: remove the padding/margins from your ul/li's and use line-height for a better cross browser constistancy)
