Most ads can be geo-targeted (such as Google Ads or similar platform). Usually you need an app to do Geo Fencing as the browser can only access the ISP / IP location rather than GPS coordinates. I've used Geo Fencing to push 'points of interest' notification in a tourism facility using a custom app but that requires the user to download the app and allow GPS access so it a bit invasive and needs to offer value to the end-user for them to agree.

We call this "locality" where I live; and there is a strong "locals only" mentality especially amongst our mostly trade-based consumer and service provider, especially during this pandemic.
I think Apple setting a high bar for privacy will result in a lot of this method of "sneaky" marketing being eliminated in the coming year(s) as users are more aware of being tracked, watched and listened to across devices.
