Memes.
First they were transmissable abstractions of thoughts and concepts across humanity's imaginative domain, then the internet came along and reduced them to dancing hamsters and fucking cats, now they're transmogrifying into the trite regurgitations of lonely masturbatory wannabe-maniacs in the real world.
If we spot Dawkins in a clown suit chasing children down the street, we may as well divide by zero and cobalt bomb from orbit.

It's all been a hoax. Then some copy cats, but a hoax overall.
People have speculated that it's an elaborate marketing campaign for King's IT, coming out soon (which I'd buy if there's a follow up with something).
Poor clowns are out of business, though.

“Since the event appears to be difficult to verify, the claim that one has had such an encounter is easier to make and relatively free from the risk of being called out as a fraud,” he said in an email. “So, low risk of being called out for lying and the benefit of positive attention for reporting such a claim may motivate some people to lie.”
