360 Vid Site - How da f*ck!?!?!

Stumbled across this site today that uses 360 VR video stream with hotspots over it that are fixed at points/perspective of the video. This allows you to have a virtual tour of the cruise ship. Some hotspots take you to different places, some popup info panels.
How is this wizardry done?

I've got a camera that can take the video but would LOVE to know how to create virtual tours like this.

I'd search for '360 video tour' which will highlight a few options in the market.
Can't imagine it's anything terribly complicated - we were doing stuff like this with stills back in the late 90s, and I can envisage a simple way of doing this using keyframed reference points, rather than requiring some complex accompanying 3D backing model to ensure positioning.
