Client of mine wants to create an app that will take over the desktop of the user and overlay it with a video or jpg for a period of 30sec,
is it even possible to do something similar with all the restrictions that exists?

so the app should be installed then I need to find a good launcher to make it automatically open
Creating a service/daemon running on a desktop that waits for a signal, let's say from an app, would be relatively straight forward. Create a simple network proxy that waits to see arbitrary packet that the app sends. When is sees it, do a thing. Easy peasy.
Freezing the computer to see a picture or video for 30 seconds? Good luck with that. 0% chance to get it working on a Mac, and probably a 25% chance of getting it working a PC without any security setting enabled.
Your client really isn't interested in creating good vibes between him and his potential audience, is he?

does he think people will actually download an EXE file voluntarily? Sounds like one of those "you must update your flash player, download this malware now" kind of things....
... or is it more like a screensaver for a few people who may already work for his company?
NOTE: It seems he is more expressing a frustration of his lack of power over internet users than executing any sort of aware strategy....
just make a custom screensaver
I think he's overcomplicating things with the advertising. He should just encrypt the user's harddrive and offer to unlock if they buy his product.
