I hate applications that ask for it. I don't want to disqualify myself before I meet you.
in your cover letter you can state you are looking for a "Competitive Salary" but if you cant have a 2nd interview, bring it up when your interviewer asks if you have any questions, you can discuss your needs with salary and bonuses and contract by year or indefinite full time hire, vacation time.
even if you actually get a company handbook that states all the above in their general form, you need to address your needs to your interviewer.
but if you can have a 2nd interview where you can be more calm and address your needs then do it then.

Tell them upfront, don't bitch out, speak your mind!
I ask up front what they're offering, and if they fire it back to me as a "How much do you want?" then I give a reasonable, but highball figure for my position.
If they want you and can pay your high estimate of yourself then they'll pay it.
If they want you but can't pay your high estimate of yourself then they'll tell you what they can offer and you negotiate.
Otherwise they either don't want you enough or they're foolish.
I've never had a correspondence for potential work die because I asked for too much, and I've never been turned away for asking what they are looking to pay.

I cant give an employer a number until I get to see what kind of job Im getting myself into. My last two interviews I treated more like I was interviewing the employer.
we all rock and they need us - all of them. remember that.
i hate it when a company asks you to state your expected salary in the application.. its so fucking rude. tell me how much you want to pay and then i will work out if i want to apply or not..
otherwise you will just go with the most qualified with the lowest salary expectation.. its a race to the bottom

dont know what city you are going for.. but lets say its NYC.
back in 2007.. i had this freelance gig that paid me more than i ever made ever within this weekly rate someone dared me to ask for and i had it.. this company came and offered me a fulltime position.. and they showed me the offer.. i said all cocky like hey as you a freelancer you are paying me more than double your presented offer.. so they say sure.. show us what you want!! and i told them my offer, and they said THATS IT??? sure you're hired!!
needless to say.. see what they offer you first!! or be happy with what you are asking for..
you never know.. you might be low balling you!!

Just had a talk with a friend who is an investor. He said this very thing. It's like buying property, have them tell you FIRST what they are offering. "Competitive salary" can mean anything.
Yeah e-pill, it's in NY, for a large c00rp.
