Does it happen even if you're looking at the .swf file in chrome with no HTML wrapper... ie.. www.you.com/file.swf

if it works in the SWF by itself, but not when in a wrapper HTML page, I'd try:
1. the simplest possible HTML code, with whatever embed you're using now, and then try to change the DOCTYPE to a variety and see if any of them work
2. if that doesn't work, try different flash embed methods, and then DOCTYPE varieties, you may have to make a checklist to try each differnet embed method with each different DOCTYPE
3.or... possibly put the flash in an IFRAME, not the nicest way, but it may work....

ok... did anyone figure this out yet? I'm fascinated by the problem.... I no longer do much flash, but I'd just like to see what works and what doesn't in this situation...
...maybe it could require some actionscript calling a javascript link or document.write or innerHTML or something even more kludgey?

Heh, just noticed this too, couldn't find a solution online either (but have seen other posts about this issue). Likely an actual issue with Chrome (I need to fix my site now too). I know, back in the day, the workaround for a similar issue at the time (getting around popup blockers when those first came out), was to use onPress instead of onRelease. Can you give that a try instead, see what happens, and let us know the outcome?
