popping up the black levels is a digital photo trick to add drama to an image without going straight for the contrast and frying the highlights or muddling up the midtones.... just a bit can pop a pic in post....
but yes, desaturation + "crushed black levels" so the curve is flat at the bottom is also a lazy way to fix stuff that wasn't lit too well.....

what jon and ctrl said. a lot of the films these days have the blacks crushed and the image desaturated in part. creates that moody 'serious' look that CBC thing is talking about. Many of those examples do in fact have crushed blacks but they only really mention the desaturation.

It's not related to saturation, it's about contrast in the shadows as opposed to midtones and highlights.

crushing the black levels means taking the black color info and taking it all the way to zero.

ahhh film people. I once took a film theory class and I was the only designer among 10 snobby film students. They were inventing new terms and writing long essays about it. All my comments were looked down and in my last class and I said the future auteurs will come out from among youtube filmmakers. I'm sure it gave them goosebumps.
