The way I see this done these days is with Javascript, and creating a wrapper with 'overflow:hidden' that fills the browser, then using a JS slider to reposition the content within the wrapper so it is visible.

Search for Javascript/JS scrollbar scrollers and whatnot.
On a side note - I love websites that don't have a scrollbar and just have smooth-scrolling navigation links. I think these look slick. DO THIS!

Oh, I thought you meant actual HTML sliders.
If you mean browser slider - just don't.
As lillebo points out, this shit's in the past - it was never standard and has no place in being so.
If you want custom interface widgetry, build it in JS or Flash.
