these "what's the best blank" questions without any context or req's are what the account execs would ask me all the fucking time when I worked at one agency, then they would hold me responsible for any problems when they went with those wild guess responses in a meeting... it's a way the fuckers set you up for falling for their ignorance....

ok, so more project based than client contact based....
so, do you mean something more like basecamp than salesforce?
I know some salespeople who have VERY strong opinions about various CRM's, but separating their knowledge from their rants is also a bit hard... and maybe not applicable at all to you here... but if you want me to ask them, I can....

It's almost impossible to find a CRM that is going to work out of the box for most organizations. The obvious open source / enterprise CRM is SugarCRM but it's like getting a cow when you want a sirloin steak, it's a lot of work and it's going to take some time.
I'd suggest first defining what you want the software to do, and then review the options which would be an SAAS like SalesForce, a complete custom system or a hack job like Sugar.
