mg33: Well, it's maybe not as effective as it could be, I suppose, but it's far from the worst tilt-shift (or just tilt) that I've ever seen. I don't know, I simply appreciate seeing some creative initiative in government.

Personally I think it's the worst tilt-shift I've ever seen. Works better on objects with a higher vantage point. This, quite honestly, just looks blurry and does not have that "miniature model" feel that most good tilt-shift does.
THIS, however, is excellent.

I wonder what the photographer had in mind concept-wise. The 'miniature effect' seems a bit negative or critical in this context.

This shot is certainly not photoshopped. Why are we so cynical these days? The caption says it's done with a tilt-shift lens, and it's the only one by Chuck Kennedy. He was obviously hired to set up this exact kind of shot while Pete Souza (the official WH photog) was busy doing his job for history. I happen to think it's quite noteworthy that we have creative minds working for our government willing to capture our history in such a unique and novel way. I applaud this.
